Original mailing box indicates it was mailed to the U.S.A on August 15, 1974 so the clock is most likely an early 70s clock. 

All pieces move freely. The Cuckoo chimes, the dancers dance, and the music box plays. 

The clock pendulum stops after a few seconds, could be over wound or under wound or we could have the wrong weight on the wrong hook. We don't know enough about the clock mechanism to work on it so it is as is.
